Keith shows Hancock a message he got from Mark Sedwill congratulating him on meeting his target to get testing up to 100,000 tests per day. It was widely said that Hancock only met this target by fiddling the methodology, and Sedwill seems to acknowledge this, congratulating Hancock on “creative counting”.
