Some of the hardest Pokémon to catch are not only Legendaries with lower catch rates but also creatures locked behind mechanics that are already troublesome or time-consuming themselves. Most of the Pokémon in the franchise are rather easy and quick to obtain. In addition to that, even some Legendaries in Pokémon games do not present much of a challenge to Trainers, as they are encountered in simple locations and are fairly low-leveled in comparison to end-game opponents. Nevertheless, there are a few especially hard Pokémon to capture in the games.
Often, these tasks are hard and only unlock the encounter itself, which essentially makes the catching challenge twice as long or difficult. Of course, there are rarer Pokémon that can only be obtained by distribution events, but these are not technically difficult Pokémon to catch. Comparing the event-exclusive Meloetta, for instance, with a creature that is available in-game for every player is not fair, so these types of creatures will be left out.
Mewtwo is usually encountered at level 70 and being the main Legendary in the games, it is also one of the most difficult Pokémon to catch. It is a heavy hitter that can quickly wipe out the Trainer’s lineup, especially when they are focused on throwing Poké Balls and not on healing their team. In terms of design, the encounter is quite ordinary, but it still stands out as one of the ultimate challenges, especially in the first generation of games.
After Gen 1, the franchise was positively expanded with Pokémon Gold and Silver, followed by Crystal. The Gen 2 games brought forth some of the best creature designs in the franchise, as well as a few of the most difficult Pokémon to catch of all time. Among them are the Legendary roaming beasts and their leader, Suicune. All the roaming creatures are hard to catch in the games, but Suicune, especially in Gen 2, is particularly challenging.
Not only does it have a very low encounter rate, but Suicune also attempts to escape in case players do not trap it. The best tactic at the time was using Mean Look during the first round and then trying to lower its HP to a reasonable accepting point. It is even harder to catch this Pokémon because, if knocked out, they cease to exist in the game. Additionally, saving beforehand and executing a hard reset is not much of an option when their movement can be randomized.
