If most developers (and publishers) nowadays are against modding their games, then it seems that there will be no such problem with Starfield: Bethesda recently confirmed that mods adding new content to the game will be allowed in Starfield.
As Bethesda’s CEO Pete Hines revealed during a special Twitch stream called Bethesda MainStream, dedicated to women in gaming, he confirmed that modders for Starfield will be able to add new planets, quests, and even new stories to the action-RPG!
There is still a lot of exciting things ahead, and if you think about the community that has been built around Bethesda Game Studios and give them a similar tool: “Would you like to create a planet?” In general, all of this will simply surpass expectations. But when you yourself want to involve this community with your ideas, they will be able to bring anything they want into the game. You will learn their own stories that they want to tell.

However, it is unlikely that Bethesda and Microsoft will refuse to release mods for Xbox, as it will significantly extend the game’s lifespan.
It is difficult to say how quickly Starfield will receive modding tools, but judging by the experience of previous years, modding tools for games like Skyrim appeared four months after release, although for Fallout 4 they appeared much later. However, there is unconfirmed information that one of the modders was able to get an early copy of the game, which Hines may be referring to.
