The Federal Bureau of Investigation (FBI) should cease using a United States spy database of foreigners’ emails and other communications for investigating crimes that are unrelated to national security, according to a group of White House intelligence advisers.
The findings of the President’s Intelligence Advisory Board were released on Monday, coinciding with the White House’s push for Congress to renew Section 702 of the Foreign Intelligence Surveillance Act before it expires at the end of this year.

However, spy agencies also inadvertently capture the communications of US citizens and businesses, and a series of intelligence errors at the FBI have fueled bipartisan criticism of the bureau, shaping the debate over renewing the law.
Some lawmakers from both parties and civil liberties groups have called for stricter limitations on how the FBI utilizes foreign surveillance to search for Americans’ data.
While the White House has not committed to implementing the recommended changes, administration officials praised the board’s work on Monday and once again urged Congress to reauthorize the surveillance program.
