The Russian government has mandated regional executive authorities to establish specialized commissions to combat “black” and “gray” employment within a three-month timeframe. This directive was issued on the legal information portal.
These commissions will be comprised of representatives from trade unions, employer associations, executive authorities, and state extrabudgetary funds. Additionally, the prosecutor’s office may attend meetings as observers. Meetings will be convened as necessary, but at least once every quarter.
The key focus areas of the commissions include:
- Addressing citizen complaints, whether written or received via a dedicated “hotline,” regarding instances of illegal employment;
- Gathering information, including tax-related data, on employers engaging in undocumented labor practices or entering into informal contracts that circumvent labor regulations, as well as unregistered entrepreneurs. Responses to such inquiries from state entities must be provided within 15 days;
- Forwarding collected data to the Federal Service for Labor and Employment for further scrutiny.
In February of this year, the Ministry of Justice granted the Federal Service for Labor and Employment access to tax-related information of citizens, such as TIN, SNILS, and additional tax details.
