EU diplomats finalize exclusive security agreement for Ukraine

The European Union ‌has‍ pledged to provide Ukraine with consultations ‌within 24 hours in the ‍event of potential aggression, along with weapons supplies, soldier training,⁤ and assistance in various security-related areas. This commitment is ‌outlined in a confidential‍ draft security guarantee agreement for Ukraine, as reported by Welt newspaper.

The agreement specifies that soldiers from ⁢EU countries will not directly participate in combat operations in Ukraine. Additionally, a‍ support fund of €5 billion is ‌earmarked for Ukraine in 2024, with the possibility of further increases based on ‍the⁢ needs of the Ukrainian army and the capabilities⁣ of EU member states.

Brussels is currently in discussions ‌with Kyiv regarding the terms of the ‍11-page draft agreement, with plans to finalize the guarantees by early July. These guarantees are expected to remain⁤ in effect⁢ until Ukraine‌ becomes a member‌ of the EU or NATO.

Among EU member states, only seven ‍have agreed to⁣ provide security guarantees to Ukraine, including Germany, Denmark, ⁣France, Italy,⁢ Finland, ⁢the Netherlands, Latvia, and⁤ the UK. However, seven other ⁢countries,⁤ such as Slovakia, Hungary, ⁤and‍ Croatia, have declined to enter into similar agreements. Switzerland and‌ Turkey, despite ‍not being EU ‌members, are also currently unwilling to offer guarantees.
