The protocol was initiated due to Ishutin reposting a meme in June 2023 that featured a modified poster from the movie “The Death of Stalin,” originally shared by The Insider Telegram channel. Despite the repost being made months before Ishutin was labeled a “foreign agent” in March 2024.
